Under section 154(1) of the Community Charter a municipal council can, by bylaw, delegate its powers, duties and functions to an officer or employee of the City. The reasons for creating such a bylaw include increasing the efficiency of service delivery, streamlining processes for improved response times, and improving the functionality of Council business. Target date is March 2024.
